Transit help

BC Transit's $950 million cost estimate (about $53 million/km) for LRT is ridiculously high for a line with few elevated or underground segments. If trams use the Galloping Goose corridor between McKenzie and just west of Helmcken (wide enough for light rail, cyclists and pedestrians), there would have to be some rock blasting. That's expensive, but $400 million worth?  Why we can't we build for the cost of new tramways in Norfolk, VA ($29 million/km), Florence, Italy ($31 million/km) or Tours, France ($30 million/km)?
