Auditor needed

Thank you for your last article in Monday about the high cost of ministry shuffles.  I saw this all my working life in the Ministry of Energy Mines & Resources, or some variation of that name, and always believed there should be an auditor of some sort who had to approve a business case put forward before a change could be made.
